 
MANPOWER/STAFFING
Mission:
Utilizing individual manpower, service agencies and community groups through programs and plans that develop and build a safe and secure environment for all.
Objectives/Goals:
- Increase police manpower/staffing to population ratio in Hawaii by 5 percent.
- Increase/sustain Neighborhood/Business Watch groups by 5 percent.
- Create/increase volunteer programs to aid police.
Implementation Strategies:
- Lobby to privatize cellblock manpower
- Lobby to revise County Charter mandating a balanced budget to reflect actual cost budgets.
- Lobby to insure outer districts do not get short end of stick
- Lobby to increase budget for manpower/public relations/resources
- Lobby to get retirees to return on contract basis without jeopardizing retirement
- Create volunteer programs to assist police with 1) call back programs -- calling back victims of certain crimes (i.e. property) to ascertain their satisfactions with law enforcers-provide referrals etc. 2) clerical/data/document support 3) write letters to the community
- Restart Reserve Officer Program
Evaluation:
Compare the pre/post police staffing population, and neighborhood/ business watch groups.
